Only city with a foreign policy (politicians visiting Israel and Puerto Rico)
New York City politicians have regularly visited places such as Israel and Puerto Rico to appeal to those ethnic constituancies. New York City has sometimes been called the only city to have a foreign policy.

The political trips to Israel and Puerto Rico became standard in the late 1960a and early 1970s.

Quickjustice: This "well-crafted" press release reminds me of the old joke, apropos of frequent Mayoral and City Council visits to Israel and Puerto Rico, about New York being the only city in the country with a foreign policy.
