Political campaigns target to win various groups, such as the Black vote or the Jewish vote or the Hispanic vote. Who wins the dead vote (i.e., voter fraud)?
 
Chicago has had a reputation of dead people voting Democratic since at least the presidential election of 1960. “9 out of 10 dead voters vote Democrat” is a popular Republican saying. “Chicago’s dead people vote Democrat” has been cited in print since at least 1983.
 
A related term is “cemetery vote” and a related saying is “When I die, bury me in Chicago because I want to remain politically active.”

However, a special prosecutor assigned to the case brought charges against 650 people, which did not result in convictions. Three Chicago election workers were convicted of voter fraud in 1962 and served short terms in jail. Mazo, the Herald-Tribune reporter, later said that he found names of the dead who had voted in Chicago, along with 56 people from one house. He found cases of Republican voter fraud in southern Illinois, but said the totals didn’t match the Chicago fraud he found.
