“He who frames the issue wins the debate”

“He who defines/frames the issue/argument/question/debate wins the argument/debate” means that the side that strikes first and defines the issue usually wins. The other side is left to playing defense. The political saying is of unknown authorship; pro-life activist Randall Terry is sometimes given credit, but there is no evidence that he was the first to use it.
 
Forms of the saying date to at least the 1980s.
