“Congress is the only whorehouse that loses money”

It’s an old saying that if government ran something (such as a casino or the racetrack), it would lose money. American economist John Rutledge said on Fox News on May 27, 2006:
 
“Congress is the only whore house in America that loses money on a daily basis.”
 
“Congress is the only whorehouse in America that loses money” was repeated by Rutledge on other occasions and has also been used by others.
