VENDEX (Vendor Information Exchange System)
VENDEX (or Vendex) is New York City's Vendor Information Exchange System. It's meant to prevent mob-related city contracts, or influence-peddled city contracts.

New York City Mayor's Office of Contracts
Vendor Information Exchange System
The Vendor Information Exchange System (VENDEX) is an automated information system maintained by the New York City Mayor's Office of Contracts. VENDEX is used to maintain information about the contracts administered by New York City Mayoral agencies. We examined the accuracy of the information on VENDEX and found that certain improvements were needed. For example, some active contracts had not been entered on the system, and other information was not entered in a timely manner. We made recommendations for improving the accuracy of the information on VENDEX.

14 August 1988, New York Times, pg. F6:
NEW YORK CITY MAYOR'S OFFICE OF CONTRACTS
REQUEST FOR PROPOSALS

The Mayor's Office of Contracts is seeking a consultant for the design and development of a vendor information system known as VENDEX. The system is to be developed at the City's Computer Service Center (CSC) which operates in an IBM mainframe environment.

VENDEX will record background information on contractors with whom the City conducts business, including performance histories and a record of various City, State or Federal legal and administrative actions. The system must also have the capability to access contract, bid and performance data that is stored on other City systems in similar IBM mainframe environments. VENDEX will serve as a gateway for on-line inquiries to these systems, rather than duplicating the data that is already stored on them. For reporting purposes, batch jobs must be run periodically on the various systems merging data to produce comprehensive system wide reports.
