“For every action there is an equal and opposite government program”

“To every action there is always an equal and opposite reaction” is Newton’s third law of motion. “For every action there is an equal and opposite government program” is a jocular anti-proverb that has been printed on gift items, such as posters and mugs. “For every action there is an equal and opposite government program” has been cited in print since at least 1993 and is of unknown authorship.
 
The “equal and opposite government program” anti-proverb was titled “Main’s Law” by at least 1995 and has been credited to “Bob Wells” since at least 2003. These identifications have not been explained in print.
