The Foreign Minister of the Netherlands said this about foreign aid in Hamburg’s Der Spiegel magazine in 1969:
 
“That’s what poor people in rich countries pay to the rich people in poor countries.”
 
Bernard Rosenberg, a professor at the City University of New York, wrote this humorous definition in Dictionary for the Disenchanted (1972):
 
“Foreign aid: Taxing poor people in rich countries for the benefit of rich people in poor countries.”
 
Jimmy Carter said in 1976 while running for president, “I’m tired of our taxing the poor people in our rich country and sending the money to the rich people in poor countries.” British economist Peter Bauer (1915-2002) said in 1979, “Aid is a phenomenon whereby poor people in rich countries are taxed to support the lifestyles of rich people in poor countries.”
 
Theoretically, foreign aid is the transfer of the wealth of rich people in rich countries to poor people in poor countries. However, the quotation acknowledges that the rich people in rich countries figure out ways to avoid paying taxes and the poor countries receiving the aid are often corrupt.
