“Happier than a bird with a french fry” (or “Happy as a bird with a french fry”) is a saying that has been printed on many images. “Happier than a seagull with a french fry” (or “Happy as a seagull with a french fry”) has also been printed on many images. Birds/Seagulls supposedly love french fries; to be happier than that is to be very happy.
   
“Today I will be happier than a bird with a french fry” was cited on a blog published on April 16, 2008, with this image. The saying probably derives from the image.

and think thats talking about how a simple thing can make a bird happy, and at how birds will scavenge for food.
so maybe it means today i will be happier than something that has alot, and i will not need anything else
