"If the penalty for a crime is a fine, then that law only exists for the lower class” is a saying that has been printed on many images. The image is from the game Final Fantasy Tactics (1997), and the card features a man’s face (the character Wiegraf).

The meaning is that the upper class (rich) can afford to pay the fine, and will often continue to do the illegal behavior. The lower class (poor) are the real subjects of the law.
