Gradualism (in politics) is defined in Wikipedia as “the hypothesis that social change can be achieved in small, discrete increments rather than in abrupt strokes such as revolutions or uprisings.”

He’s likely referring to the level of fascism and temporary policy in which, as always, becomes permanent policy. Nazi Germany did not occur in a day, it’s called gradualism - our most severe vulnerability.
