"Sotally tober” (a joke on “totally sober") has been printed on many images. “Sotally tober” has been cited in print since at least 1988, and was entered in the Urban Dictionary on July 12, 2004. It’s not know who coined the term.

“Seen on a T-shirt at the fair: ‘Ossifer, I’m sotally tober!’” was printed in The Leader-Post (Regina, Saskatchewan) on July 29, 1998. “Ossifer” is a drunk joke on “officer.” “Ossifer I am sotally tober. I swear to drunk I’m not God” was posted on Twitter by Shanimal on July 17, 2010.

An overused saying which is supposed to mean “totally sober”, although when said this way, it is meant to give people the impression that you are not only drunk (that’s why you’re slurring your words), but also witty enough to use such clever irony even in your inebriated state. This saying, however, generally misses its mark and instead sounds similar to “I SUCK!” to most people.
