“The system didn’t fail. The system worked. That’s the problem”

“The system didn’t fail. The system worked. That’s the problem” is a saying that has been printed on several images.

“Yes, the system worked. THAT’S THE PROBLEM” was posted on Twitter by Cord McLean on July 13, 2013.

“‘The system didn’t fail, the system worked. That’s the problem’ #dcferguson #FergusonLive #whitehouse” (the saying is also shown on a protest sign) was posted on Twitter by Black Lives Matter on November 24, 2014. The sign was in protest of the fatal shooting of Michael Brown by police officer Darren Wilson at Ferguson, Missouri, on August 10, 2014, and the grand jury’s failure to indict Officer Wilson on November 24th. The “system” referred to the criminal justice system, but the saying has been used to describe the entire system of government.

Wikipedia: Ferguson unrest
The Ferguson unrest (sometimes called the Ferguson uprising, Ferguson protests, or Ferguson riots) in Ferguson, Missouri, involved protests and riots beginning on August 10, 2014, the day after the fatal shooting of Michael Brown by police officer Darren Wilson. (...) The unrest continued on November 24, 2014, after a grand jury did not indict Officer Wilson. It briefly continued again on the first anniversary of Brown’s shooting.
