“It was so cold in New York City that the Statue of Liberty put the torch inside/under/up her dress” is a jocular line that has been printed on T-shirts. Many late night television comedians have been credited with the joke, including Johnny Carson, Jay Leno and David Letterman.
Milwaukee comedian Mart Rickey said in a “My Favorite Jokes” feature for Parade magazine in May 1972:
“On my last cruise the weather was so cold that as we passed the Statue of Liberty we noticed she was holding the torch to her feet.”
“It was so hot in New York that the Statue of Liberty…” are similar jokes about hot weather.

The copper statue, designed by Frédéric Auguste Bartholdi, a French sculptor, was built by Gustave Eiffel and dedicated on October 28, 1886. It was a gift to the United States from the people of France. The statue is of a robed female figure representing Libertas, the Roman goddess, who bears a torch and a tabula ansata (a tablet evoking the law) upon which is inscribed the date of the American Declaration of Independence, July 4, 1776.
