“Those who know the least, obey the best”

“Those who know the least, obey the best” is a saying that has been printed on many images. The saying is often applied to government.
   
“Tis a constant maxim amongst us, that those who know the least, obey the best” was printed in the play The Recruiting Officer (1706) by Irish dramatist George Farquhar (1677-1707).
