Essentially, because it needs to start before parents’ work to make sure parents can drop off kids before they go to work. It’s not worth an extra trip for many people.

Because the concept of starting that early was built by framers of society that were not aware of the medical effects upon children from grade 1 to grade 12. Now that they do, it is too entrenched in the system.
